WHEREAS, Every time someone buys an automobile, recreational vehicle, or sport utility vehicle for transportation or luxury, it takes gas or diesel for it to function;
andWHEREAS, This constant need for oil causes the high demand for oil in Washington;
andWHEREAS, This causes the gas and diesel prices to rise almost daily;
andWHEREAS, The current average price of $3.12 per gallon of gasoline and $3.34/$3.22 per gallon of diesel are causing reoccurring problems that get passed onto our posterity; andWHEREAS, This brings forth the need for immediate research and production of biofuel and biodiesel in order to solve these problems;
andWHEREAS, In 2007 the SHB 1303 was passed, an act focusing on biofuel markets; andWHEREAS, Section 402, Chapter 4, directs WSU to provide biofuel market information and recommendations for market incentives, research, and development grants, which promotes the reduction of petroleum dependence;
andWHEREAS, There was recent development in the field of biofuel using mustard and canola; andWHEREAS; This has only allowed minimal production because the lack of acreage and few producers;
andWHEREAS; The current idea of increasing the production of soybean, mustard seed and, rapeseed oil crops for biofuel and biodiesel production, could be the solution;
NOW, THEREFORE, BE IT RESOLOVED, That the state government will: 1) Commit funding to the research and production of biofuel and biodiesel, and the production of fuel efficient vehicles, 2) Increase Public Transportation to reduce the consumption of foreign oil, in order to reduce our dependency on foreign oil.
