andWHEREAS, The United States exports far more than it imports, contributing to our national debt of 9.2 billion dollars and counting;
andWHEREAS, The United States looses some 200,000 jobs each year to outsourcing, mostly at the income level of the unskilled laborer;
andWHEREAS, The productivity of Washington State would increase if the unemployment rate decreased;
andWHEREAS, The state legislature has the power to enact state tax breaks wherever it sees fit;
andWHEREAS, President Franklin D. Roosevelt enacted the New Deal in 1933, which formed several government agencies, some of which are still in existence today, with the goal of helping our nation out of the Great Depression;
NOW, THEREFORE, BE IT RESOLVED, That, in a program similar to the New Deal, the State of Washington will create new organizations with lenient tax requirements whose purpose is to employ more Washington citizens in various tasks throughout the state in order to decrease unemployment and the national debt as well as increase productivity.
