ELECTION REFORM:

WHEREAS, as many as six million military and overseas voters, or UOCAVA Voters, could have requested UOCAVA ballots in 2006 only 5.5 percent voted successfully.
WHEREAS, only one third of these votes were actually cast and counted.
WHEREAS, the most common reasons for the rejection of these UOCAVA ballots are that they are received past the due date, or that the requested ballot is not received because the requester is relocated
NOW, THEREFORE, BE IT RESOLVED, That absentee balloting for overseas and military voters in caucuses be allowed and be accepted earlier.
