Election Reform Resolution

WHEREAS, The winner-takes-all rule means that a candidate who narrowly loses the popular vote can still win in the Electoral College.
WHEREAS, In nearly all states, the candidate who wins a majority of the popular vote gets all that state's electoral votes.
WHEREAS, Failure to reflect the population of Washington desired will.
WHEREAS, The possible role of the Electoral College in depressing voter turnout which results in a loss of votes.
WHEREAS, The possibility of electing a president that isn’t chosen by the popular vote.
NOW, THEREFORE, BE IT RESOLVED, that Washington find a measure of voting that would have divided our state's votes among candidates based on our share of the popular vote.
