WHEREAS, the national percentage of students PLANNING on attending a post-high school education remains at a steady 74%, with 26% planning to attend a two-year college. AndWHEREAS, the national percentage of students graduating from public high school with the skills and qualifications necessary to attend a public college stands, as of 2002, at 34%.
And WHEREAS, many of the students who have the qualifications to attend a public college, are not able to due to a lack of adequate income or other social or demographic hurdles.
AndWHEREAS, the economic outlook for students not obtaining post-high school education is considered to be grim.
AndWHEREAS, many industrialized countries provide publicly funded post-high school vocational career training.
NOW, THEREFORE, BE IT RESOLVED, that all federally and state funded educational districts shall be required to provide an optional, fully- funded, thirteenth year of post-graduation vocational or technical apprenticeship training program. Students may attend any program within or outside of their graduating district without penalty, thereby, increasing the ability of neighboring districts to specialize the training offered.
